Method
- Preheat your oven to 375°F (190°C).
- Boil the potatoes in a saucepan until tender. Drain and mash with milk, butter, salt, and pepper.
- Heat olive oil in a large skillet over medium-high heat. Add ground beef and cook until browned, breaking it up with a spoon. Drain off any excess fat.
- Add the chopped onion to the skillet and cook until softened, about 5 minutes. Stir in the minced garlic and cook for 1 minute more until fragrant.
- Pour in the beef broth and ketchup. Stir in the Worcestershire sauce and thyme. Bring to a simmer and cook for 5 minutes, allowing the sauce to thicken slightly.
- Stir in the frozen peas and corn. Remove from heat.
- Spread the beef mixture evenly in the bottom of a baking dish.
- Spoon the mashed potatoes over the beef mixture, spreading to cover completely. You can create decorative peaks with a fork if desired.
- Bake for 20-25 minutes, or until the topping is golden brown and the filling is bubbly.
- Let stand for a few minutes before serving.

Notes
For an extra layer of flavor, you can add a tablespoon of tomato paste with the ketchup. If you don't have fresh potatoes, you can use about 2 cups of prepared mashed potatoes.
